France Offers To Shift Full Manufacturing Of Panther Choppers
Along With Rafale’s 70 Percent Assembly Line To India
In a major development, France has offered to completely shift the assembly line of the Panther medium utility helicopters to India, in addition to 70 percent of Dassault Rafale fighter jet’s assembly line under the government’s ‘Make in India’ initiative with full transfer of technology.
Built by Airbus under the title AS565, Panther choppers are
all weather multi role medium helicopters which have been designed for
operations from the ship decks, offshore locations and land based sites.
France has also offered help in the development of the engine
for the twin engine Light Combat Aircraft LCA and Advanced Medium Combat
Aircraft AMCA with the Defence Research and Development Organisation.
The offers were made to the Indian leaders by President
Macron’s Diplomatic Advisor Immanuel Bonne who was in India earlier this week
to participate in the 34th India France strategic dialogue. During the visit,
Bonne held engagements with National Security Advisor (NSA) Ajit Doval and also
with Prime Minister Narendra Modi.

US Lures India With Hybrid F-21 Fighter Jet That Boasts
Capabilities Of Both F-35 & F-22 Raptors
US aerospace giant Lockheed Martin, which is eying a fighter
jet deal with the Indian Air Force, is open to setting up a maintenance,
repair, and overhaul facility in India, company representatives said. The company had earlier promised that
if it gets the MMRCA contract, it would shift its production line to India and
will not sell the F-21 jets to any other country.
The F-21 design looks similar to the F-16 Block 70 combat
jet. Approximately half of the F-21 and F-16 supply chains are common with the
F-22 Raptors and F-35. The factors which distinguish the F-21 are its airframe,
weapons capability, engine matrix, and availability of engine options.
For instance, the service life airframe in F-21 is
approximately 12,000 hours compared to 8,000 hours previously (F-16 Block 70).
The additional 40% weapons carrying capability is new in F-21 which was not
there in F-16 Block 70. The electronic warfare system will be customized for
Indian needs.
Apart from the traditional boom delivered refuelling
facility, the F-21 jets are also equipped with an extendable hose and drogue refuelling
probe.
The F-21 is believed to be a big ‘Make in India’ opportunity
as it brings together the combined strength of US aerospace giant, Lockheed
Martin, and Indian Giant Tata Group.
China’s armed submarine arrives in Myanmar, is there a
conspiracy against India?
A Chinese submarine armed with weapons has reached Myanmar
via the Andamans via the Malacca Strait. The aim of which is said to be to
assist the rebels of the North East. According to a video that went viral on
social media, the same submarine was seen entering the Malacca Strait near Indonesia
on December 20.
It also has a red Chinese flag on it. The Myanmar warship is
said to have been deployed to protect the Chinese submarine. This is a Type 35
submarine of ming class. China is either giving submarines to Myanmar like
India or wants to sell its submarine to Myanmar’s Navy through it.
AMCA: Public Private Consortium soon to get government nod
India’s Advanced Medium Combat Aircraft AMCA a fifth generation
aircraft program is envisaged to be produced by a Special Purpose Vehicle which
will comprise in addition to HAL and DRDO and some major private industries for
which a new company is likely to be announced by end of 2022. AMCA project will
have 75% government funding in the form of ‘Grant-In-Aid’, remaining 25% of the
project cost will be borne by Indian private entities that are selected for the
program.
HAL will have the biggest shareholding pattern in the new
consortium that will come up soon for which talks with interested Indian
private entities are being held. Some major private industries like Tata
Defense, Larsen & Toubro, VEM Technologies and Kalyani group have shown
keen interest in joining the AMCA program either as Tier 1 or Tier 2 companies
as part of its supply chain for the program.
AMCA program will get a new production plant, that will be
coming up near Coimbatore in Tamil Nadu Defence Industrial Corridor for which
land has been identified for the project, but the first Two Technological
Demonstrators and early Prototypes will be made at the present HAL facility in
Bangalore before it is cleared for production in 2029-30. Aeronautical
Development Agency has estimated the AMCA program to be around 15000 crores and
the rollout of the prototype is scheduled for 2025-26.
It is in the process of sending the proposal of the AMCA for
approval to the Cabinet Committee on Security which once cleared will make the
AMCA program official in the papers that can kick start the process to
establish a Public Private Consortium company that will handle AMCA program.
