Submarines TOT Hurting India?, LCA Heat Exchangers By BHEL, IAF's Last 3 Rafale

BHEL bags order to supply compact heat exchanger sets for Tejas aircraft

In a boost to India’s defence production under the government’s ‘Make in India’ initiative and self-reliance in the field of defence equipment, Bharat Heavy Electricals Limited has received an order for the supply of Compact Heat Exchanger sets for 83 LCA Tejas MK1A aircrafts.

The order envisages manufacturing, assembly, testing and supply of Compact Heat Exchangers to be fitted in the LCA Tejas aircraft being manufactured by HAL. Bharat Electricals’ Heavy Plates and Vessels Plant in Visakhapatnam is the sole supplier of Heat Exchangers for LCA Tejas to HAL since 1996.

Bharat Electrical and Aeronautical Development Agency have jointly designed and developed 13 different types of Compact Heat Exchangers for Environmental Control System and Secondary Power System of LCA MK1 programme. Bharat Electricals is also currently working with DRDO for the development of Air Cycle Machine based Liquid Cooling System for Aircraft POD application for LCA Mk2.

Project P75I: Why no country is offering submarines to India?

India’s $5.7 Billion program to acquire a new line of six attack submarines under Project-75I is on verge of collapse, yet again as 5 out of 6 foreign OEMs have already withdrawn their commercial offer due to commercial terms of the Indian Navy’s Request for Proposal and some due to lack of failure to meet the key tender technical requirement to have a proven fuel cell based Air Independent Propulsion AIP system backed by lithium ion battery technology.

ThyssenKrupp Marine Systems (TKMS) of Germany and Swedish firm Saab have withdrawn from the Project-75I citing difficulties in the transfer of key technologies and Intellectual Property while the Naval Group of France, Rosoboron Export of Russia, and Navantia of Spain have been disqualified at the Technical round due to lack of proven fuel cell based Air Independent Propulsion system, that means Daewoo Shipbuilding and Marine Engineering Company of South Korea is the only company left in the one sided race.

South Korea’s proposal for the Indian Navy’s P75I is based on the Republic of Korea Navy KSS-3 design that has a proven fuel cell based Air Independent Propulsion system that utilizes lithium ion battery technology. To again make it a too sided race India will need to convince another OEM or the RFP will need to be cancelled since it becomes a single vendor situation that is not allowed under Defence Acquisition Procedure.

The only other country that can meet this requirement other than TKMS will be Japan. India in past had invited Japan to offer its Soryu class submarine but Japan has refrained from offering its submarine technology to India. Japan was the first country to operate submarines equipped with lithium-based batteries and already have developed second generation lithium-based batteries for its Taigei class submarines which is a successor of the Soryu class submarine and are considered a world leader in this field.

Indian Navy will either have to redraw its RFPs or compromise on the level of Transfer of Technology it had sought originally, whichever decision it takes any way will only contribute to further delays in the program.

IAF to get the last 3 Rafale with India specific enhancements this week

French company Dassault Aviation already has handed over the last three Rafale with India specific enhancements a few days back that have 13 hardware and software changes that India had asked for. IAF will start its ferry flight to India later this week as last of all contracted 36 jets will have been delivered to India that was signed in 2016.

All the 13 India specific enhancements are already certified by the concerned authorities and this will be incorporated into all 33 jets that were previously delivered to IAF in the coming weeks with the major part will be the incorporation of some components by a team of Dassault Engineers in India.

While it is not disclosed what are 13 India specific enhancements, it suspected that it is related to be long range air to air missiles, low band frequency jammers, advanced communication systems, more capable radio altimeter, radar warning receiver, flight data recorder, high altitude engine start-up, synthetic aperture radar, ground moving target indicator and tracking, infrared search and track, helmet mounted display, missile approach warning systems, and very high frequency range decoys.
