Discussions With US Underway On S-400: India

India on Thursday said discussions are going on with the US on the S400 missile defence deal, a day after US Deputy Secretary of State Wendy Sherman expressed unease over New Delhi’s procurement of the Russian weapons system.

Sherman, on a three day visit to India, told journalists that any decision on possible sanctions on the S400 deal will be made by President Joe Biden and Secretary of State Antony Blinken. The issue of India procuring the S400 missile system from Russia figured in Sherman’s wide ranging talks with Foreign Secretary Harsh Vardhan Shringla on Wednesday and both sides hoped to find a way out on the issue through dialogue.

The first batch of S400 missile defence system will arrive in India from Russia by this year. The US has already imposed sanctions on Turkey under the Countering America’s Adversaries Through Sanctions Act CAATSA for the purchase of S400 missile defences from Russia. In October 2018, India had signed a USD 5 billion deal with Russia to buy five units of the S400 air defence missile systems, despite a warning from the Trump administration that going ahead with the contract may invite US sanctions.

Why India is set to miss 2021 deadline to upgrade Mirage 2000 fighters?

The nearly USD 2.5 billion plan to upgrade India’s Mirage 2000 fighter aircraft by the end of 2021 is set to miss the deadline, with only half of them having completed the process till now.

As part of the plan, Dassault Aviation, the original French manufacturer of the Mirage, was to upgrade two aircraft in France and then two more in India, at the Bengaluru facility of the Hindustan Aeronautics Limited.

The upgrade includes a new mission computer with higher memory, new radar, advanced navigation and electronic warfare systems, advanced communication and identification systems. The upgraded aircraft are also supposed to undergo a massive upgrade of the cockpit, with two lateral displays, glass cockpits, and helmet mounted displays.

A Fatal Accident in February 2019 involving an upgraded Mirage during a test flight, and the subsequent pandemic led to the delay. The IAF delayed the delivery of overhauled engines and certain other systems, contributing to the delay. The IAF, meanwhile, says there were issues with the Final Operational Clearance (FOC) variant, as they were not fully satisfied with certain integration of new systems.

HAL has mastered skills and technologies required for fabricating welded propellant tanks. Various new projects like PS2/GS2 integration, semi cryo structure fabrication and manufacturing of cryo and semi cryo engines are being taken up at HAL, for which installation and commissioning of unique infrastructures are nearing completion.

HAL also supported Isro on Crew Module Atmospheric Re-entry Experiment, Pad Abort Test for Crew Escape for human space mission and is currently supplying hardware for full-fledged launch vehicle GSLV Mk3 for Gaganyaan.
